Certains de nos alli&eacute;s, le Canada, la Hollande, l&#39;Espagne nous ont laiss&eacute;s ou vont nous laisser dans le bourbier de l&#39;Afghanistan, retirant leurs troupes. Beaucoup de pays, y compris des alli&eacute;s, cherchent &agrave; nous g&ecirc;ner sur le plan diplomatique. Le voyage r&eacute;cent de notre pr&eacute;sident B H Obama autour du Pacifique &eacute;tait un exemple &eacute;clatant. Aujourd&#39;hui, du fait que nous sommes enlis&eacute;s en Irak et en Afghanistan, nous sommes sans doute incapables de mener une 3<sup>&egrave;me<\/sup> guerre. <strong>Et nos ennemis le savent<\/strong>.<\/p>\n<p>\n\t&nbsp;<\/p>\n<p>\n\tLe printemps dernier, la Cor&eacute;e du Nord a coul&eacute; un bateau Sud-Cor&eacute;en, tuant 46 marins. L&#39;Am&eacute;rique est un alli&eacute; de la Cor&eacute;e du Sud, avec 28 000 hommes de troupe dans ce pays. On nous a toujours dit que ces troupes &eacute;taient l&agrave; comme signal, pour que la Cor&eacute;e du Nord sache que si elle attaquait la Cor&eacute;e du Sud, c&#39;est comme si elle attaquait les Etats-Unis ou tout autre membre de l&#39;Otan, c&#39;est-&agrave;-dire tous les membres de l&#39;Alliance. La Cor&eacute;e du Nord n&#39;a pay&eacute; aucun prix pour avoir coul&eacute; ce navire Sud-Cor&eacute;en et, malheureusement, il en est de m&ecirc;me de sa derni&egrave;re provocation, en bombardant une &icirc;le sud-cor&eacute;enne, tuant deux soldats et deux civils et en blessant 15 autres.<\/p>\n<p>\n\t&nbsp;<\/p>\n<p>\n\tCette semaine Wikileaks a d&eacute;voil&eacute; des documents confidentiels am&eacute;ricains r&eacute;v&eacute;lant que la Cor&eacute;e du Nord a fourni &agrave; l&#39;Iran des missiles de longue port&eacute;e. Selon le New York Times du 29\/11\/10, ces documents r&eacute;v&egrave;lent pour la 1<sup>&egrave;re<\/sup> fois que les Etats-Unis pensent que l&#39;Iran a acquis des missiles sophistiqu&eacute;s qui pourraient atteindre Moscou et les capitales d&#39;Europe et que la Cor&eacute;e du Nord a aid&eacute; l&#39;Iran &agrave; d&eacute;velopper des missiles balistiques encore plus puissants (1).<\/p>\n<p>\n\tEn dehors de s&#39;indigner devant de telles provocations et d&#39;envoyer le porte avion G Washington participer &agrave; des exercices conjoints avec la Cor&eacute;e du Sud, &agrave; ma connaissance, on n&#39;a rien fait d&#39;autre. Il est &eacute;vident que la Cor&eacute;e du Sud soit r&eacute;ticente &agrave; riposter ou &agrave; proc&eacute;der &agrave; une escalade, risquant d&#39;exposer des millions de citoyens &agrave; des actions militaires, pouvant entra&icirc;ner une attaque nucl&eacute;aire de la Cor&eacute;e du Nord, pays qui poss&egrave;de la 4<sup>&egrave;me<\/sup> plus grande arm&eacute;e au monde. Les Cor&eacute;ens du Nord meurent de faim, mais leur arm&eacute;e est bien pourvue.<\/p>\n<p>\n\tAvons-nous les moyens ou la r&eacute;solution pour lancer une riposte punitive contre la Cor&eacute;e du Nord, connue comme ayant des dirigeants assez fous pour passer &agrave; la guerre nucl&eacute;aire contre des alli&eacute;s comme la Cor&eacute;e du Sud ou le Japon, esp&eacute;rant que la Chine les prot&egrave;gerait &agrave; l&#39;Onu et les soutiendrait militairement.<\/p>\n<p>\n\tMais il n&#39;y a pas seulement le manque de moyens pour mener une 3<sup>&egrave;me<\/sup> guerre contre la Cor&eacute;e du Nord, surtout si celle-ci est soutenue par la Chine &ndash; souvenez-vous de l&#39;erreur du G&eacute;n&eacute;ral Mac Arthur en 1951 s&#39;approchant de la rivi&egrave;re Yalu, alors que la Chine entrait dans la bataille et nous obligeait &agrave; nous retirer jusqu&#39;au 38<sup>&egrave;me<\/sup> parall&egrave;le &ndash; il y a pire, le manque de d&eacute;termination. L&#39;Am&eacute;rique n&#39;est simplement pas pr&ecirc;te &agrave; partir de nouveau en guerre, elle n&#39;en a pas la volont&eacute;, apr&egrave;s les terribles exp&eacute;riences d&#39;Irak et d&#39;Afghanistan. Nous n&#39;acceptons plus les pertes humaines et les privations requises, y compris la n&eacute;cessit&eacute; de payer la guerre avec plus d&#39;imp&ocirc;ts. Nous ne sommes pas pr&ecirc;ts &agrave; r&eacute;imposer le service militaire obligatoire.<\/p>\n<p>\n\t&nbsp;<\/p>\n<p>\n\tNous ne sommes plus aptes &agrave; prot&eacute;ger notre honneur national et notre s&eacute;curit&eacute; comme avant, quand nous sommes partis en guerre contre l&#39;Allemagne nazie. La situation actuelle ressemble de plus en plus &agrave; celle de Munich en 1938, quand le monde a c&eacute;d&eacute; aux menaces nazies. Aujourd&#39;hui nous c&eacute;dons aux menaces, aux provocations et aux pressions de pays comme la Cor&eacute;e du Nord et l&#39;Iran. Nous sommes all&eacute;s jusqu&#39;&agrave; c&eacute;der devant les actes de piraterie en mer de Somaliens qui, selon le New York Times du 9\/11\/10 tiennent en otage 25 bateaux et plus de 500 personnes !<\/p>\n<p>\n\t&nbsp;<\/p>\n<p>\n\tOn devrait intimer l&#39;ordre &agrave; l&#39;Iran et &agrave; la Cor&eacute;e du Nord de transf&eacute;rer leur arsenal nucl&eacute;aire &agrave; la Russie et &agrave; la Chine avant telle date &ndash; car selon notre information, dans ces 2 pays la doctrine MAD (Mutually Assured Destruction) s&#39;applique &ndash; sinon ces 2 pays en subiraient les cons&eacute;quences militaires. Some of our allies, including Canada, Hollandand Spain, have left or are leaving us in the lurch in Afghanistan, withdrawing their troops.&nbsp; Many states, including our allies, have sought to embarrass us diplomatically.&nbsp; The trip that President Obama took recently to the Pacific Rimwas an example of that.&nbsp; He was rebuffed by countries large and small.&nbsp; Most media observers called his journey a fiasco of sorts.<br \/>\n\tThere was a time when the USmilitary said it was capable of fighting 2 &frac12; wars at the same time.&nbsp; Today, as a result of being bogged down in Iraqand Afghanistan, we probably are unable to fight a third war, and our enemies know it.<\/p>\n<p>\tLast Spring, North Koreasank a South Korean navy ship, killing 46 South Korean sailors.&nbsp; The USis an ally of South Koreawith 28,000 UStroops in that country.&nbsp; We&rsquo;ve always been told that those troops are there as a tripwire, so that North Korea would know if it attacked South Korea, it would be attacking the US in the same way that an attack on one NATO country would be seen as an attack upon all NATO members.&nbsp; In the case of North Korea, it has paid no price for its sinking of the South Korean ship and, just as bad, no price for its recent unprovoked artillery bombardment of a South Korean island which resulted in the deaths of two South Korean soldiers and two civilians and injuries to 15 others.<\/p>\n<p>\tThis week comes the revelation from the American secret documents disclosed by WikiLeaks that North Koreahas been supplying long-range missiles to Iran.&nbsp; According to <em>The New York Times<\/em> of November 29th the documents &ldquo;reveal for the first time that the United Statesbelieves that Iranhas obtained advanced missiles from North Koreathat could let it strike at Western European capitals and Moscowand help it develop more formidable long-range ballistic missiles.&rdquo;<br \/>\n\tOther than decrying the most recent attack on South Koreaand sending the George Washington aircraft carrier to participate in a joint military exercise in South Korean waters, so far as I know, we have done nothing to retaliate.&nbsp; Undoubtedly, South Korea is reluctant to retaliate or escalate, fearing to expose millions of its citizens to further military action, including a possible nuclear attack by North Korea, which has the fourth largest army in the world.&nbsp; North Korean citizens may be dying of starvation, but their army is well provided for.<\/p>\n<p>\tDo we have the means or resolve to launch a punishing attack against North Korea, which is perceived as crazy enough to launch a nuclear attack against South Koreaor Japan, expecting Chinato continue to protect it at the UN and provide it with military support?<\/p>\n<p>\tAside from our not having the resources to take on another war with North Korea, especially if the latter is supported by China &ndash; remember General MacArthur&rsquo;s error in 1951 inapproaching the Yalu River and having the Chinese army enter the fray and drive us back to the 38th parallel &ndash; most troubling is we don&rsquo;t have the resolve.&nbsp; Americais simply not prepared or willing to go to war again, after our terrible experiences in Iraqand Afghanistan.&nbsp; We are not willing to accept the hardships a war requires, including the need to pay for that war with additional current taxes.&nbsp; Nor are we willing to reimpose the draft requiring everyone to do their part.<\/p>\n<p>\tWe simply are not prepared to protect our national honor and national security as we once were when we went to war with Nazi Germany.&nbsp; Indeed, the situation today is looking more and more like Munich of 1938 when the world caved to the Nazi threats, as we today cave to the threats of countries like North Korea and Iran.&nbsp; We have even succumbed to the threats of Somali pirates who, according to <em>The New York Times<\/em> of November 9th, are holding for ransom 25 ships and 500 people.<br \/>\n\tWe should tell North Koreaand Iranto turn over by a stated deadline their nuclear weapons to Chinaor Russia, countries where we believe the doctrine of Mutually Assured Destruction (MAD) still applies, or suffer military consequences.&nbsp; We should warn them that any act of war they engage in worldwide will result in an immediate military response on our part of a devastating nature.<\/p>\n<p>\tWhat our current situation requires is the resolve of President John F.
