THE END IS NEAR <\/p>\n

There seem to be many more beginnings in the financial and economic world than ends, as dozens of emerging markets have stretched their wings and taken flight in the past few years in a great expansion of global prosperity. This is a wonderful event in world history, but we don\u2019t yet know whether this is a seismic shift, which will lift two to three billion of the world\u2019s people up from poverty to the living standards and comforts of the one billion economically well off in the Western world, or whether it is just a mirage \u2013 more powerful than the aborted lift-off in the late 1960\u2019s and early 1970\u2019s \u2013 but still a will o\u2019 the wisp. The critical variable is the dramatic rise in global liquidity, which is a function of the extremely unbalanced US current account deficit that pumps dollars out into the world. This flood of easy money does parallel the Lyndon Baines Johnson years when the US chose both \u201cguns and butter\u201d while it fought the war in Vietnam. Although the Bush White House has not turned as good a phrase as the <\/p>\n

Johnson era did, the amount of money flowing from Washington to the rest of the world has far surpassed the earlier effort. The US has run such a large deficit that almost all the non-G-10 countries in the world have been able to run large surpluses which has allowed them to retire debt and build up their own internal financial markets. This has reached such an extreme that there is talk of the demise of the dollar denominated sovereign debt market because all the countries will be issuing local currency bonds to investors, both domestic and foreign. As a manager of emerging currencies, we certainly can vouch for both the explosion in liquidity that has accompanied the <\/p>\n

increase in local currency paper and the tremendous rise in investor appetite for all things emerging. But, global liquidity has been tightening for the past year, from a 22% rate of growth in September 2004 to a 10% rate at the start of this year, using one widely accepted dollar based measure. Even with an expanding American current account deficit, this lessened the supply of dollars and pushed its value higher. No one was hungry for money, however, as liquidity was still plentiful in Europe and Japan. Now for the first time since 2000, the major central banks will all be tightening and the liquidity flood will really come to an end. The Japanese announcement of an end to quantitative easing is expected within the next month which will be the capstone to this process, and we will find out whether the monetary dynamism in the emerging world was the real thing or just part of the rising tide of liquidity that lifted all the boats. When a rising tide is replaced by an ebb-tide, the mud flats come into view showing some pretty ugly stuff. Certainly the central banks are not planning to show us this nasty view, but they always have before \u2013 even if they thought they could avoid it. The big question is: whose stuff will that be? Is it to be the remnants of the US automobile and parts industry, or the untested global CDS market, or the usual suspects in the emerging world, either Latin America or somewhere in Asia? The end is coming, but it won\u2019t look like any end we have seen before. This time, the dollar should be among the wreckage, slowing the US economy for several years and hobbling the rest of the world as well. That has happened before, but now the emerging economies should only wobble at first, as we all expect the worst, and then they should outperform through the next cycle using the liquidity that the major countries must provide to save themselves. <\/p>\n

J’avais entre dix et onze ans dans mes shorts anglais. Je fr\u00e9quentais parall\u00e8lement l’\u00e9cole fran\u00e7aise et l’\u00e9cole h\u00e9bra\u00efque de l’O.S.E ( \u0152uvre de Secours de l’Enfance) Le jeudi et dimanche. Dans cette institution juive, \u00e0 l’approche de la f\u00eate de Pourim, quelques semaines bien avant la date, on nous apprenait la pi\u00e8ce d’Esther. J’avais le r\u00f4le ingrat d’Aman. <\/p>\n

Nous \u00e9tions mes camarades et moi, v\u00eatus comme des ‘princes’, le Roi ‘A HACHVEROCH ( 1m 52 ) assis sur un fauteuil maquill\u00e9 en tr\u00f4ne. Il avait les pieds qui pendaient \u00e0 10 cm au-dessus du sol. ): Dans sa fausse barbe et moustache, il se donnait un air imposant. De temps en temps, il regardait du c\u00f4t\u00e9 de son souffleur. Aman, moi ): ): en sarwel blanc, sur lequel on ajouta une camisole ample. J’avais un de ces airs comme je vous dis pas. Bref, nous \u00e9tions tr\u00e8s beaux. <\/p>\n

Au matin de ce jour l\u00e0, la salle de la cantine \u00e9tait transform\u00e9e provisoirement en espace th\u00e9\u00e2trale .Quelques tr\u00e9teaux supportaient des planches recouvertes de diverses couvertures. <\/p>\n

Les ‘dignitaires de la communaut\u00e9 ‘de Tunis venaient assister quelques fois au spectacle en pr\u00e9sence de nos ma\u00eetres, ma\u00eetresses et directeur Monsieur Habib. <\/p>\n

La triste fin d’Aman, sa pendaison se faisait par un jeu d’ombre chinoise, je n’avais qu’\u00e0 pousser un cri de derri\u00e8re le rideau pour faire comprendre que j’\u00e9touffais. En r\u00e9alit\u00e9, je riais. <\/p>\n

Vers les 14 heures, nous \u00e9tions invit\u00e9s, par groupe, pour visionner un film projet\u00e9 \u00e0 notre intention au Cin\u00e9ma Rex. Un film toujours le m\u00eame; les images en souffraient \u00e0 force de les faire passer et repasser. Les Zorro et les Tarzan projet\u00e9s \u00e0 la sauce Dario, nous donnaient la naus\u00e9e apr\u00e8s dix bonnes ann\u00e9es de fid\u00e9lit\u00e9. <\/p>\n

Dans notre quartier, d\u00e9s les premi\u00e8res heures de la journ\u00e9e, les p\u00e9tarades commen\u00e7aient. Quelques amis donnaient d\u00e9j\u00e0 le coup d’envoi sans aucun respect pour ceux qui dormaient. <\/p>\n

Des petits b\u00e2tons de dynamite, \u00e0 m\u00e8che courte, dispos\u00e9s sur le bord du trottoir, s’enflammaient sous les doigts habiles de l’enfant devenu ‘artificier en culotte courte’ pour un jour. Projet\u00e9 en l’air, ce petit bout de cigare une fois allum\u00e8, n’\u00e9tait plus qu’un amas de r\u00e9sidus de papier multicolore r\u00e9duit par l’explosion, en miette, tournoyant dans l’air avant de se poser en confettis sur le macadam dans un bruit sec et assourdissant. <\/p>\n

Parfois, nous posions sur le b\u00e2ton de dynamite une boite de conserve vide que l’on voyait bondir en l’air par le souffle.
Certains mal avis\u00e9s, introduisaient un p\u00e9tard dans la’ hofra’ d’une bouche d’\u00e9gout. Et l\u00e0, nous voyons la trappe en fonte se d\u00e9placer par le souffle de l’explosion. Ce qui soulevait la joie des enfants, une fois l’op\u00e9ration r\u00e9ussit. <\/p>\n

Mon p\u00e8re nous achetait la veille, un petit revolver en fer avec son embout un clou. Nous enfoncions une ‘cartouche’ puis une fois la d\u00e9tente enclench\u00e9e, il en sortait un bruit assourdissant fouchika.
Nous avions aussi une petite boule en pierre que l’on projetait avec force sur le goudron de la chauss\u00e9e pour en faire naitre quelques \u00e9tincelles, \u00e0 notre grande joie. <\/p>\n

Souvent, nos oncles et tantes, venaient nous rendre visite, et nous refilaient quelques pi\u00e8ces d’argent qui allaient remplir, vite fait, la caisse du quincaillier, notre pourvoyeur de bannis-bannis, des munitions en tout genre. <\/p>\n

‘Y\u00e8 baba, l\u00e2\u00e2jij\u2026.! Bourimn\u00e8 ouff\u00e8 m\u00e9li mchit f\u00e8l d\u00e9ny\u00e8 l\u00e9khra..! Ehn\u00e8 t\u00e8w\u00e8 fi blast\u00e8k n\u00e2\u00e2tiou bourim\u00e8m \u00e8l loul\u00e8dn\u00e8\u2026! Tw\u00e8’h\u00e8cht\u00e8ky\u00e8 baba\u2026!’

Anecdote.. <\/p>\n

Le quartier du Cin\u00e9ma Rex, \u00e9tait le lieu de rendez-vous branch\u00e9 d’une grande bande d’amis qui, tout en sirotant un caf\u00e8 ou un th\u00e9 debout, flirtait sur le spectacle de la rue. Arrive un ami qui sort de sa poche un accord\u00e9on de dynamites, qu’il pose sur tout le long du trottoir, environ deux m\u00e8tres. Ces petits b\u00e2tonnets \u00e9taient coll\u00e9s les uns aux autres. Il alluma une de ces m\u00e8ches devant nous afin que la premi\u00e8re, en principe, mette le feu aux autres ‘m\u00e8ch\u00e8ttes. Il s’en \u00e9loigna de quelques m\u00e8tres et, nous attendions f\u00e9brilement l’explosion en s\u00e9rie lorsque’ au bout de cinq minutes, rien ne se passa. L’un de nous lui cria ‘ F\u00e9chi\u00e8’ c’est \u00e0 dire ‘long feu’ et ajouta ‘Borico\u2026! Tu peux aller t’asseoir dessus \u2026!’. En\u00e9rv\u00e8, il se rapprocha de la ‘mitraille’ sans pr\u00e9caution aucune, pour v\u00e9rifier la chose et \u00e9coutant le ‘con seilleur’, posa son derri\u00e8re par- dessus, bravant ainsi le danger qui l’attendait. Et voil\u00e0 que l’irr\u00e9parable se produisit sous nos yeux surpris, toutes les m\u00e8ches prirent feu instantan\u00e9ment sous son c\u2026 glac\u00e9. Il monta en l’air par la douleur et s’en est sortit avec un trou b\u00e9ant dans son short anglais, ‘gesti culant’ comme un forcen\u00e9, et quelques innocentes \u00e9gratignures entre ses fesses.
