Les territoires palestiniens — et cela dure depuis déjà 62 ans ! Depuis ces longues années, un organisme créé spécialement par l'Onu pour traiter des réfugiés issus de la guerre arabo-israélienne de 1948\/9, a déformé le sens du mot "réfugié", défini par la loi internationale, et il emploie des salariés qui se déclarent affiliés à l'organisation terroriste du Hamas, je veux parler de l'Unrwa<\/strong>.<\/p>\n \n\t\tUNRWA: United Nations Relief and Work Agency, Organisation humanitaire et sociale des Nations Unies qui ne cesse de demander de l'argent à son plus grand soutien, les Etats-Unis. Or ce soutien est en contravention avec la politique américaine au Moyen Orient et empêche tout progrès dans la société palestinienne.<\/p>\n \n\t\tSous la pression des pays arabes, le Haut Commissariat pour les réfugiés (HCNUR) a cru devoir créer en 1949 un organisme spécial pour traiter des réfugiés issus de la guerre mentionnée ci-dessus. Les 900 000 réfugiés juifs des pays arabes ont été recueillis par Israël naissant et par divers pays étrangers. Les dits 650 000 "réfugiés palestiniens" ont été mis dans des camps provisoires financés par le nouvel organisme Unrwa qui les a hébergés, nourris, soignés et éduqués. Par diverses inflations — démographie, immigration, mariages…–, en 62 ans, ces réfugiés sont devenus une masse qu'on ne parvient plus à compter, variant selon les sources entre 4 et 6 millions d'âmes.<\/p>\n \n\t\t <\/p>\n \n\t\tDe récentes enquêtes ont montré que l'Unrwa, aves ses 25 000 employés, était à l'origine de la perpétuation de la détresse des Palestiniens et de la pérennisation du conflit qui les oppose à Israël. Mais cette situation n'a pas empêché l'administration américaine de lui envoyer une contribution annuelle de 190 millions $.<\/strong><\/p>\n \n\t\t <\/p>\n \n\t\tLa pérennisation du conflit se fait de 2 manières: d'abord la définition erronée et abusive<\/strong>de l'appellation "réfugiés" et ensuite l'embauche d'islamistes radicaux<\/strong>dans l'organisation. Contrairement au HCNUR qui définit un réfugié comme quelqu'un qui a été physiquement obligé de quitter son foyer pour des raisons politiques et qui s'emploie à le réinstaller le plus rapidement possible dans un autre pays ou une autre région, l'Unrwa a créé des camps en dur, de véritables villes, où sont cantonnés les réfugiés et leurs descendants, sans limite de temps. D'où l'une des origines de l'inflation du nombre initial de réfugiés. Après 62 ans, il ne reste pratiquement plus de réfugiés au sens du HCNUR. Aujourd'hui, les réfugiés dits "palestiniens" sont des descendants de la 2ème<\/sup> \/3ème<\/sup>\/4ème<\/sup> génération auxquels s'ajoutent tous les conjoints, parents, amis extérieurs et tous les indigents qui ont réussi à s'infiltrer dans les dits "camps", pour profiter de la manne internationale.<\/p>\n \n\t\tCette inflation artificielle a pour but de rendre plus difficile toute résolution du conflit arabo-israélien, en affaiblissant la partie israélienne sur le plan démographique.<\/p>\n \n\t\t <\/p>\n \n\t\tIl faut savoir que selon les règles internationales du HCNUR, tout réfugié acquiert la citoyenneté du pays qui le reçoit. Aujourd'hui, en dehors de la Jordanie, aucun pays arabe n'a accordé la citoyenneté à un réfugié dit "palestinien". La citoyenneté jordanienne a été accordée, à la condition que le statut de "réfugié" soit maintenu parallèlement, afin que ces Palestiniens puissent bénéficier de l'aide humanitaire de l'Unrwa ! Et récemment, pour des raisons de politique intérieure, la Jordanie a commencé à retirer massivement la citoyenneté aux ex-Palestiniens.<\/p>\n \n\t\tAinsi les Palestiniens sont devenus des "pions" consentants d'une politique de pérennisation du conflit voulue par la Ligue Arabe et l'Onu<\/strong>.<\/p>\n \n\t\tPar ailleurs 99% des 25 000 employés de l'Unrwa sont des Palestiniens et parmi eux un certain nombre d'employés, notamment des maîtres et des éducateurs, se déclarent ouvertement comme membres du Hamas et du Jihad Islamique, groupes considérés comme terroristes par les Etats-Unis; et la loi américaine interdit de financer des organismes employant des terroristes.<\/p>\n \n\t\t <\/p>\n \n\t\tAinsi l'argent du contribuable américain finance des terroristes qui diffusent à des enfants des doctrines radicales de jihad et de mort. Cette situation me confond et je me demande pourquoi mon administration continue dans cette voie perverse qui perpétue un conflit et encourage la terreur.<\/p>\n \n\t\t <\/p>\n \n\t\tL'Unrwa est devenu un cancer qui s'étend rapidement dans la société palestinienne, car il empêche son émancipation. Cette population a un besoin pressant de devenir réellement autonome et adulte.<\/p>\n \n\t\tIl faut dissoudre l'Unrwa<\/strong>et transférer ses services au HCNUR. L'existence même de l'Unrwa est insupportable et ses actions sont illégales au regard du droit international et non éthiques. De plus elle contribue à la diffusion d'idées radicales et perpétue une situation conflictuelle. Il est grand temps pour la communauté internationale de se réveiller et de réagir devant cette ineptie et ce gaspillage. Proven to distort international regulations regarding the definition of refugees and employ self-proclaimed Hamas affiliates, the 60-year-old United National Relief and Works Agency (UNRWA) is yet again asking its largest donor, the United States, for more funding and political support. American support to the UNRWA not only directly contradicts U.S. policy, but also has become a powerful tool in squashing progress within the Palestinian community.<\/p>\n \n\t\tThe UNRWA was created under the jurisdiction of the UN High Commissioner for Refugees (UNHCR) following the 1948 Arab-Israeli War. It is the only agency assigned the unique responsibility of solely aiding the Palestinian population, as opposed to the UNHCR, which is dedicated to aiding all refugees in the world.<\/p>\n \n\t\tWhile the UNRWA was established to provide health, education and humanitarian services to the over 4 million questionably defined Palestinian refugees across the region, recent investigations have confirmed the organizations role in perpetuating the plight of the Palestinians and encouraging the Israeli Palestinian conflict. Nevertheless, this has not stopped the U.S.’s annual $190 million contribution to the UNRWA budget.<\/p>\n \n\t\tThe UNRWA perpetuates conflict in the region through two main channels: its definition of refugees and its employment of radicalized citizens.<\/p>\n \n\t\tLike no other UN body, the UNRWA's definition of refugees includes not only the refugees themselves, but also decedents of refugees. As such, the original number of 1948 refugees has increased 400 percent to be over 4 million. This policy is clearly aimed to maximize the potential number of refugees in a politically oriented tactic to eventually distort Israeli demographics.<\/p>\n \n\t\tWhile every population of refugees around the world loses their refugee status the moment they gain citizenship to a country, the Palestinian refugee population has managed to maintain their refugee status even after gaining Jordanian citizenship. These hundreds of thousands of Palestinian Jordanians are still eligible for UNRWA aid and services. This policy of “citizen-refugees”1<\/sup><\/a>violates the definition of the UN High Commissioner for Refugees as these disputed people in fact have a claim to the protection and national services of the country in which they reside. The UNRWA has been using these so-called refugees as political pawns for decades as a way to perpetuate the infamous regional conflict.<\/p>\n \n\t\tNext, as the largest contributor to the UNRWA, the U.S. has laws prohibiting taxpayer’s funds going to terror organizations. *Footnote – Congressman Chris Smith. However, the UNRWA’s 25,000 person staff is 99 percent made up of locally recruited Palestinians, a portion of which are proven members of Hamas and Islamic Jihad, both of which the U.S. and the EU classifies as terror organizations.2<\/sup><\/a>Many teachers and educators within Palestinian schools are UNRWA staff members who openly identify with such radical groups. Therefore, American taxpayers’ money is going directly into the hands of members of the terrorist organization that allows for the dissemination of radicalized Hamas messages to Palestinian school children.<\/p>\n \n\t\tThe situation baffles me. Why is the U.S. contributing to an organization that has strayed from its original mission and become a powerful player promoting a conflict it was created to resolve? Why is U.S. taxpayer money going into Hamas teachers and educators?<\/p>\n \n\t\tThe UNRWA has become a cancer rapidly spreading amongst the Palestinian community. Through its backwards and unwarranted definition of refugees and its open employment of radicalized citizens, the organization has been prohibiting progress amongst a population that so badly needs it.<\/p>\n \n\t\tThe UNRWA must be dissolved and its services transferred to a more appropriate organization, specifically, the UNHCR. The actions of the UNRWA disregard legal and ethical codes from around the world. Moreover, the UNRWA’s make-up and policies contribute to the population’s radicalization and politically stagnant status. It is time for the international community, especially the United States, to wake up and see where their money is going.
